1.3项目背景:滨海风景道结合地区特点,根据“一市一主题、市市有示范”的思路,塑造一张“东南海韵,魔力闽道”名片,把握“建设境内一流品质的旅游风景道、塑造滨海全域旅游驰名品牌、构建海上产融进步示范带”三个目的,构建“道路、服务、景观”三大体系,体现“地质大观、山海宁德”“有福之州、幸福之城”“妈祖圣地、漂亮莆田”“宋元中国、海丝泉州”“鹭岛花洲、自在厦门”“水仙名城、花样漳州”“海岛风情、活力平潭”七大主题,立足“交通+旅游”融合进步,塑造“贴近海岸、连通产业、串接景点、融入景观、快慢和谐、服务健全”的滨海旅游风景道及滨海旅游带,让游客“进得来、住得下、看得见、玩得好”,进一步推进交通运输与旅游深度融合进步。

风景道沿线交通运输与旅游融合的策略,构建文旅空间,形成“一道一带一区”的空间布局(即滨海风景道、滨海旅游带、延伸拓展区),服务期间结合项目实质进行修改健全。

The plan for the integration of transportation and tourism along the scenic road is to build a cultural tourism space and form a spatial layout of "One Road, One Belt and One District", that is, the coastal scenic road, the coastal tourism belt and the extension and expansion area. 依据福建滨海风景道规划建设推行策略和设计指南,结合现场勘查及现有设施,约梳理28个服务区、120个观景台、13条慢道、28个停车区、3个驿站等服务设施布局策略,服务期间结合项目实质进行修改健全。

Demonstration road construction

结合各地市(区)主题,对提供的各地市(区)规划建设总体策略进行梳理,各形成一段交旅融合路段(总里程约570公里), 服务期间结合项目实质进行优化。

In combination with the theme of each city(district) , the overall planning and construction plan of each city (district) is sorted out to form a section of transportation and tourism integration road (with a total mileage of about 570km). During the service period, optimize according to the actual situation of the project.

策划思路

Planning ideas for Chigang service area

结合地域文化、服务区定位、经济进步,提出服务区策划思路,内容包含但不限于:建设理念、规模、预估投资、可行性剖析、成功案例等。

In combination with regional culture, service area positioning and economic development, the planning ideas of service area are proposed, including but not limited to: construction concept, scale, estimated investment, feasibility analysis, successful cases, etc.

对提供的各地市(区)的景观设计文件和地标性建筑策略进行审察优化,每一个地市(区)至少形成一个路段策划策略(至少包括一个服务区、一个观景台),对设计变更进行咨询;
对设计单位技术交底进行指导;
参加省级有关单位组织的全线年度检查指导,出具书面检查报告。

Review and optimize the landscape design documents and landmark building plans provided for each city (district), and form at least one road section planning plan (at least including one service area and one viewing platform) for each city (district). 备注:
1.投标单位需提交的成就需要详见招标文件第三部分。

2.“一道一带一区”。“一道”:由车行道和慢行系统构成,车行道两侧建设慢行系统,满足游客骑行、徒步、观光需要;
“一带”:“以道为轴”,风景道往外塑造滨海旅游带,开发借助滨海、海上、海下、近海岛屿等进步空间;
“一区”:滨海旅游带往外邻近地区则形成延伸拓展区,通过“鱼骨状”交通互联网,连接重点景区景点,进一步拓展滨海风景道功能。

2. " One Road, One Belt and One District " . "One Road": It is composed of a roadway and a slow-moving system. 本次招标面向全球使用资格后审的方法进行公开招标,投标单位需满足以下需要:

2.1境内投标单位需具备有效的企业法人营业执照或事业单位法人证书,境外投标单位(含港澳台区域)需具备其所在国家或区域的合法营业许可。

2.1 Domestic bidders shall have valid business license of enterprise legal person or certificate of public institution legal person, and overseas bidders (including Hong Kong, Macao and Taiwan) shall have legal business license of their country or region.

2.2.2境外投标单位不需要拥有上述资质(资信),但需在境内设立具备法人资格的企业;如无境内具备法人资格的企业,则应与境内有关单位组成联合体投标。

2.3 营业额需要:投标单位近5年应拥有设计或咨询的风景道、旅游公路、滨海道路或类似项目案例(不少于3个),并提供近5年境内该种类项目获得与风景道有关的二等奖及以上证明1份或境外景观设计类作品获奖证明1份。其中境内奖项名字须在科技部国家奖励办公室获得备案,境外奖励须至少是下列境外景观设计奖项之一(包含:ASLA美国风景园林师协会奖、IFLA国际风景园林师联合会奖、英国BALI国家景观奖、AMP美国建筑大师奖、WLA世界景观建筑事务所国际景观设计奖、DNA法国巴黎设计奖、WAF世界建筑节奖、德国ICONICAWARDS标志性建筑设计奖-至尊奖)。

2.3 Performance requirements:The bidder shall have designed or consulted scenic roads, tourist roads, coastal roads or similar project cases (no less than 3) in the past 5 years, and provide one certificate that this type of project in China has won the second prize or above related to scenic roads in the past 5 years or one certificate that overseas landscape design works have won the prize.The names of domestic awards must be recorded in the National Award Office of the Ministry of Science and Technology, and the international awards must at least belong to one of the following international landscape design awards (including: ASLA American Association of Landscape Architects Award, IFLA International Federation of Landscape Architects Award, BALI British National Landscape Award, AMP American Master of Architecture Award, WLA World Landscape Architecture Firm International Landscape Design Award, DNA France Paris Design Award, WAF World Architecture Festival Award, Germany IConICAWARDS Iconic Architectural Design Award - Supreme Award).

2.4团队需要:参与本次招标活动的团队(联合体团队)核心职员应不少于3人,核心职员应拥有以下条件:

2.4.2 The other 2 persons have the qualification (title) of registered consulting engineer (Highway, ecological construction and environmental engineering, etc.) or senior engineer (traffic planning, landscape architecture, etc.) or above, and have 10 years or more similar work experience in landscape design or consulting.

2.5本次招标同意联合体投标。联合体投标的,应满足下列需要:

3.1凡有意参加投标者,请于本项目公告发布之日起,前往福建高速公路集团公司门户网站(https://www.fjgsgl.com/)中的本项目公告附件中下载报名表格,并应以单位转账的方法汇款至福建高速技术咨询公司,汇款时请备注所要购买招标文件的项目名字。投标单位汇款凭证信息、填写好的报名表格盖章后扫描件发送至招标人邮箱fjgsjszxscb@163.com(以收到邮件时间为准)。招标人以收到招标文件成本的时间确定为购买时间;
节假日请以互联网方法报名,邮寄成本自理。报名截止时间为:2025年11月22日17:30时,逾期递交或不符合规定的报名恕不同意。

5.成本设置

5. Expense Settings

本次招标入围3家里标候选人,其中中标人完成招标文件需要等工作后可获得咨询服务费合计人民币780万元(含税),其余2名中标候选人各获得人民币30万元成就策略补偿费(含税)。

Among the three shortlisted bid winning candidates in this bidding, the bid winner can obtain a total consulting service fee of 7,800,000 yuan (tax included) after completing the requirements of the bidding documents, and the remaining two bid winning candidates will each receive a compensation fee of 300,000 yuan (tax included) for the achievement scheme.

本项目所有投标单位提交的成就均归招标人所有,投标单位参与本项目即视为赞同本条约。

All the results submitted by the bidder of this project belong to the tenderee, and the bidder's participation in this project is deemed as agreement to this clause.

6.投标文件的递交

6.1投标文件递交方法:由项目负责人现场递交及参与开标全过程(含陈述等),需持法定代表人授权委托书;
若以联合体形式投标的,需持联合体牵头单位法定代表人授权委托书。
